Phoebe was born on 3 September 1884 in Walthamstow, Essex. Her parents were George and Caroline Knopp. In 1891 the family were living at 40 Prospect Road, Cheshunt. Her father was bricklayer, and Phoebe was the third of six children.
She married Robert Rance on 9 March 1905 at St Columba church, Leytonstone. She was aged 21.
She died at home on 21 October 1928, aged 44, of cancer.
