Reginald was born 14 March 1894 in Newington, Southwark, London, the son of harness maker Charles Henry Kemp and his wife Amelia Annie. He was the oldest of their family of nine.
In 1911 Reginald was employed as a cycle messenger and was living with his parents, his five surviving siblings (four boys and a girl), his widowed uncle and two boarders at 5, Lorrimore Square, Walworth, London. The square is made up of narrow, terraced Victorian houses of three stories, including a basement. Eleven people were living in 8 rooms, including the kitchen: it must have been a squeeze.
Reginald became a City of London policeman, but aged 27 in 1921 was still living at home with his parents.
He married Alice Gertrude Gray in the second quarter of 1927, in the Paddington district, and they moved to Berkhamsted where their son Alan Reginald Charles was born 27 November that year.
Tragically, Reginald died 9 December 1927, aged only 33 and was interred at Kensal Green.
Alice remained in Berkhamsted and survived him until 1949.
