Stephen was born in 1838 in Berkhamsted to Henry and Sarah Sills. His father was an agricultural labourer. He had an older sister and the family were living at White Hill, Berkhamsted in 1841.

His father had died by March 1851 and his mother and his three siblings aged between three and fourteen, were trying to make a living in the near-slum that was Red Lion Yard off the High Street. Sarah and her two daughters were straw plaiters, which would have brought in a small wage, producing plait sold to the Luton and Dunstable hat industry, but times would have been very hard.

Things must have become easier when Sarah married Henry Cook, a widowed labourer with one son, although in 1861 they were still living in Red Lion Yard. Stephen, and his younger brother William were still at home and were employed as labourers.

Stephen married Elizabeth Grover and their daughter Jane was born in 1862. In 1871 Stephen and his family were still in Red Lion Yard and, living with them were his widowed step-father and step-brother who were both labourers. Stephen was employed as a carrier.

By 1881 Stephen  and Elizabeth had managed to escape Red Lion Yard and were living in Kings Road. He was employed as a labourer

Stephen died December 1899, aged 61, in Victoria Road.
